Even if it could take effect, it should only be when the opposing item was on the same level as those Rule-Level Items, or slightly weaker.

There was no way Aizen had reached that level.

So did Thanos's Rule-Level Item not protect his mind?

There was no way he should have fallen for an Illusion Technique.

Still, that was only one possibility. There might well have been other reasons.
