The Steel Breed were the "main force" of the Material Plane, while the positioning of the Golden Breeds was, much of the time, the ultimate goal and peak combat power.

There were many Prayer-Ascendant Angels because of the suitable souls accumulated over countless years; not everyone was qualified to be transformed into a Prayer-Ascendant Angel.
And now, regardless of soul or species, it was argued purely by faith. Once faith met the standard, one immediately obtained power—and this was in the Material Plane, a place where the deployment of divine power required layout.
Such a technique? Interesting! Naimus observed for an instant and discovered the core of the problem.
This kind of power enhancement was not true breed count change, but rather "center substitution".
