"I don't have hands, so I can't form hand seals. That means I can't use Ninjutsu."

Katsuyu moved the milk bottle aside with her antennae and answered in an elegant voice.

"Hand seals only help with chakra refinement. You have a lot of chakra, so you should be able to use Ninjutsu without forming hand seals, right?"

Jiraiya could form hand seals by slapping his feet together, and Hashirama could do it by clapping his hands.

There were also many Ninjutsu that could be released directly without hand seals.

The Transformation Technique was only a low-level Ninjutsu. She could definitely cast it without hand seals.
