History

Early Succession

Senju Hashirama held the title of First Hokage, with his brother Senju Tobirama succeeding him as Second Hokage. Tobirama's tenure left behind the institutional structure that shaped later administrations, including the Anbu, Police Force, and Ninja Academy 12 159.

Sarutobi Hiruzen became the Third Hokage following Tobirama's final orders. His legitimacy was closely tied to his teacher's will, making it politically difficult for him to reject arguments based on the Second Hokage's authority 37. Namikaze Minato later became Fourth Hokage, but died during the Nine-Tails Rebellion, leaving Konoha without an established Fifth Hokage for years 41 92.

Hiruzen's Decline

As the Uchiha Clan's conflict with Konoha escalated, Hiruzen repeatedly invoked his status as Hokage while attempting to contain Shimura Danzō and avoid open conflict with the clan 11 37 43. Uchiha Jin and the Police Force challenged his decisions, citing the treatment of the Uchiha and the circumstances surrounding Minato's death 41.

Hiruzen eventually acknowledged himself as only the head of the Sarutobi Clan, effectively accepting that the Police Force's impeachment had removed him from the office 94.

Acting Hokage

Jin forced a one-month delay to the Fifth Hokage election and proposed that an acting Hokage be selected first. Candidates for the permanent office were barred from taking the interim position 94 96.

With Sarutobi Hiruzen's consent and reluctant approval from Nara Shikaku, Hyuga Hiashi, and Torifu Akimichi, Jin became Acting Hokage 96. He immediately exercised the office's authority by:

• Demanding Kumogakure return the remains of a Konoha ninja and threatening war if the Fourth Raikage refused to kneel and apologize 98.
• Expelling the Utatane Clan from Konoha after condemning its willingness to sacrifice comrades 100.
• Detaining Hiruzen on the Hokage Building rooftop and dismissing Mitokado Homura and Utatane Koharu as Hokage Assistants 104.
• Replacing them with temporary assistants from the Nara, Akimichi, and Hyuga clans 104.

Fifth Hokage

The eventual election considered several figures, including Tsunade, Hyuga Hiashi, Asuma Sarutobi, and Uchiha Jin 159. Following the collapse of Hiruzen's political position, the heads of Konoha's major clans knelt before Jin and recognized him as the Fifth Hokage 178.

As Fifth Hokage, Jin led Konoha during its war with Kumogakure and personally appeared at the decisive stage of the conflict 197 201.

Alternate Time-Space Incident

Jin and his Uchiha forces later appeared in another time-space through Dragon Vein chakra. Although he was attacking Konoha in that timeline, he wore a cloak marked “Lord Hokage” and was recognized as such by the Uchiha Grim Reapers under his command 243 245.

Senju Hashirama, who had been reincarnated in that timeline, was unsettled by the contradiction of a Hokage leading an attack on Konoha and questioned whether Hiruzen's faction were the actual rebels 243 244.

Selection and Succession
