Such functions generally targeted other ancient fortresses located on the same map, as they made one more competitive.
However, Starlight Fortress was currently the only fortress in all of Star Valley. There simply were no competitors. For any players who wanted to level up and develop in Star Valley, Starlight Fortress was their only option, so there was no rush to deal with that.
The Tower of Summoning, however, was different.

After all, Zero Wing only had ten people here on the Western Continent.
