Stream Town was a remote border town within White River City's jurisdiction. The area around it was utterly desolate—nothing but desert in every direction. It was a godforsaken place where not even birds would lay eggs.
Yet a town like this was a frequent gathering place for red-named players who operated in the shadows.
Cities like White River City were managed extremely strictly, unlike the more relaxed small towns. Those players who had often killed others for their equipment and lurked in the darkness could only come to places like this to take quests and level up.
The areas around Stream Town were all high-level monster zones, ranging from Level 15 to Level 30, making them ideal for current players.
Red-named players were everywhere in Stream Town, all above Level 15, with very few below Level 15. The Blood Hand Society, which governed Stream Town, was itself a dark faction, so naturally it would not kill these red-named players. On the contrary, such players were quite welcome here. Based on their Crime Value, they could receive better quests and raise their reputation with the dark faction they belonged to.
