History
Founding legacy and decline
Konoha was founded during the era of Hashirama Senju, whose power ended a period of chaos and established the village. The Senju and Uchiha were recognized as its founding clans. 2 32
Following the deaths of the First and Second, the Senju voluntarily dissolved their clan structure to integrate into village society. Their former compound was abandoned and decayed into ruins, becoming a neglected symbol of the clan’s disappearance. 16 17
By Konoha Year 52, the village had been weakened by three Shinobi World Wars and the Nine-Tails’ Rampage. Minato Namikaze and Kushina Uzumaki were dead, Orochimaru had defected, and Jiraiya was absent from the village. Sarutobi Hiruzen and Shimura Danzō dominated the remaining political order. 2 10
Chiba’s return and the fall of the old leadership
Chiba returned to Konoha and entered the ruined Senju grounds, intending to rebuild his family home. Hiruzen attempted to portray his presence there as a violation of village law, while Danzō ordered Root to capture him dead or alive. 17 18
The confrontation exposed the High Command’s hostility toward the Senju legacy and drew the major clans into open political involvement. Danzō’s death and Hiruzen’s subsequent loss of authority destabilized the village’s old power structure. 23 27
The Ino-Shika-Cho alliance, Aburame, Uchiha, and Hyuga clans publicly backed Chiba’s succession. Hiruzen, Koharu, and Homura were left politically isolated, while civilian ninja also denounced the old administration’s corruption and favoritism. 36 37
Chiba formally became Konoha’s Fifth Hokage and immediately redistributed authority among loyal clans and capable officials. 50

| Institution | Leadership / Role under Chiba | Notes |

| Police and border defense | Uchiha and Hyuga clans | The clans supplied elites, eliminated security blind spots, and formed mixed Sharingan–Byakugan border-surveillance squads. 42 49 |
| Anbu | Kakashi Hatake; Shisui Uchiha as deputy | Kakashi became Anbu chief, while Shisui helped remove old corruption and end the Uchiha’s exclusion from Anbu leadership. 50 52 |
| Intelligence | Aburame Clan | The Aburame assumed responsibility for the intelligence transition from the old Anbu network. 42 49 |
| Ninja Academy | Fujiwara Takeshi and village leadership | The Academy’s combat curriculum, ideology, and graduation requirements were reworked around practical survival and combat competence. 52 65 |
| Scientific Research Department | Orochimaru | Orochimaru was publicly reinstated as Minister of Scientific Research and given a state-funded research department, with a ban on live experimentation on Konoha civilians. 86 |
Reforms
Merit Point System
Konoha introduced a Merit Point system through which shinobi earned points from missions and official service, then exchanged them for resources and ninjutsu. The system extended to personnel assigned to administration, police, Anbu, medical, and Academy roles through monthly salaries and performance bonuses. 67 68
- C-rank techniques became an initial public-access tier, while B-rank and A-rank techniques could be obtained through village service. 67
- Clan heads could remove genuinely exclusive techniques from the exchange catalog; only a handful were withheld. 67
- S-rank ninjutsu required both sufficient Merit Points and Chiba’s personal approval. 68
- The system opened advancement paths for civilian ninja while making every clan and department dependent on service to Konoha. 68 72
Social restitution
Chiba used confiscated assets from the Sarutobi, Shimura, Utatane, and Mitokado factions to repay pensions stolen from families of shinobi killed during the Third Shinobi World War. 53 54
He also ordered public recognition of Naruto Uzumaki as Minato Namikaze’s son and declared jinchūriki to be village protectors rather than “monsters.” Continued abuse of Naruto was treated as betrayal against Konoha. 52 53
Hatake Sakumo’s name was restored at the Memorial Stone, with Danzō identified as the architect of the political trap that led to his death. 53 54
Academy reforms
Chiba rejected the Academy’s traditional emphasis on the Will of Fire and self-sacrifice. His new standards required students to master the three basic techniques, demonstrate taijutsu and ninja-tool competence, and learn at least one C-rank ninjutsu or taijutsu technique before graduation. 65
Military and Economic Growth
| Indicator | Documented Result |
|---|---|
| Elite Jōnin | More than 130 73 |
| Jōnin | 942 73 |
| Special Jōnin | More than 3,600 73 |
| Chūnin | More than 10,000 73 |
| Civilian representation | Nearly 70% of newly promoted Jōnin came from civilian families. 73 |
| Civilian income | Average income reportedly increased tenfold compared with Hiruzen’s era. 73 |
| Chūnin Exam dominance | Konoha produced 37 of the 50 survivors in the Joint Chūnin Exams’ second stage. 103 |
| Pre-war mobilization | More than 20,000 Konoha shinobi assembled for Chiba’s unification campaign. 120 |
Konoha’s military expansion was supported by public access to lower-ranked techniques, Merit Point-based access to stronger techniques, specialized clan assignments, and improved mission completion rates. 67 68 73
The village’s prosperity and military strength intimidated the other major villages. Kumogakure was forced into major reparations, while Iwagakure halted provocations against the Land of Fire and other villages treated Konoha as the Ninja World’s dominant power. 48 64 73
Unification War and Empire
Chiba declared that the Daimyo system, national borders, and divisions among hidden villages were the cause of recurring wars. He mobilized Konoha to unify the Ninja World under a single authority. 120
The campaign divided Konoha’s forces into major armies:
- First Army — Led by Hashirama Senju against Kumogakure, supported by Fugaku Uchiha and the Uchiha Clan. 120
- Second Army — Led by Tobirama Senju against Iwagakure, supported by Ino-Shika-Cho and taijutsu specialists. 120
- Third Army — Led by Hatake Sakumo against Kirigakure, with the Sarutobi, Utatane, and Mitokado clans. 120
- Supporting forces — Hyuga members were distributed among all armies for Byakugan reconnaissance, while Orochimaru commanded Impure World Reincarnation reinforcements. 120
Within two days, Kumogakure, Iwagakure, and Kirigakure had been defeated or surrendered. Konoha then moved to abolish the Daimyo and noble classes that supported the former political system. 129
After victory, Chiba dissolved the Five Great Nations and their hidden villages, replacing them with a unified empire divided into five provinces: Fire, Wind, Water, Earth, and Lightning. Former Kage became temporary provincial governors under close supervision from Konoha-appointed officials. 130
Three years later, the former village had become the Imperial Capital: a vastly expanded city at the center of the Empire. 133
Parallel-World Konoha
A parallel version of Konoha exists in Konoha Year 56, seven years behind the Empire’s timeline. In that world, Sarutobi Hiruzen remains Lord Third, Danzō’s Root remains active, the Uchiha are being driven toward extermination, and the Hyuga Branch Family still bears the Caged Bird seal. 150 151 171
Imperial operatives first infiltrated this Konoha to investigate Root, gather materials, and establish a space-time gateway. Their actions destroyed Danzō and Root, but alerted Hiruzen and destabilized the village’s political order. 164 170
The Empire later launched a full intervention. Imperial forces seized the Anbu base, Barrier Squad, and Hokage Building in under ten minutes, while the parallel world’s major clans largely refused to defend Hiruzen’s collapsing regime. 173
