Background / History

Konoha was founded by the Senju and Uchiha clans under an ideal of mutual assistance and shared protection of the village. By the present era, the Senju have disappeared while the Uchiha have been relocated to the village’s edge, undermining that original covenant. 1 33 43

Following the Nine-Tails Incident two years before the story, the Fourth Hokage died and Konoha suffered major shinobi casualties. Although the Uchiha Police Force secured the rear and evacuated civilians, suspicion toward the clan intensified because the Sharingan was believed capable of controlling tailed beasts. 2 36 43

The village’s leadership is divided between Third Hokage Sarutobi Hiruzen’s stated commitment to procedure and Shimura Danzo’s covert Root operations. Danzo forged Hokage orders to send Uchiha Police Force squads into an ambush, resulting in multiple Uchiha deaths; he later admitted that he had used the incident to pressure the clan. 14 15

Orochimaru’s forbidden experiments and subsequent defection further destabilized Konoha. Hiruzen deployed Uchiha shinobi and Anbu to investigate Orochimaru’s laboratories and pursue him, while Root attempted to seize Hayato and Shisui after their return. 19 20 26 27

After repeated Root attacks on Uchiha members, Hiruzen publicly restricted Root from acting against the clan without his orders. However, he later chose not to uproot Root completely, believing that disrupting it could damage Konoha itself. 34 37

Rumors accusing the Uchiha of causing the Nine-Tails Incident and planning rebellion spread throughout the village, drawing civilians to the Hokage Building. The Uchiha responded by offering Police Force patrol logs and cooperation with an investigation, while Hiruzen intervened to calm the crowd and promise an inquiry. 41 42 43 44

• The Uchiha compound lies in Konoha’s northeastern outskirts near the Konoha Military Police Force barracks, on elevated ground overlooking the village. 1
