Authority and Selection

History

The title was held by Senju Hashirama and later Senju Tobirama before Hiruzen Sarutobi became the Third Hokage. Tobirama established the Anbu during his tenure, while Hiruzen inherited and commanded a Konoha whose ninja clans and senior officials held substantial political influence. 17 121

As Third Hokage, Hiruzen identified Senju Genma as a possible successor after learning of his Wood Release and observing his willingness to fight for Konoha. He continued to assess Genma’s strength, loyalty, battlefield achievements, and support among the village’s ninja. 15 29 66 121

Following the wars, the Fourth Hokage election was contested by Senju Genma, Orochimaru, Shimura Danzō, and Uchiha Fugaku. Jonin from the Uchiha and Hyuga clans voted as blocs for their respective candidates, but Genma won the vote of confidence by fifty votes. 129 132 134 135

Hiruzen formally transferred the title to Genma one week after the election. The inauguration drew both shinobi and civilians, and Genma’s likeness began being carved onto the Hokage Rock. 135 136

Fourth Hokage Administration

Appointment of Orochimaru

Genma appointed Orochimaru as Hokage Assistant and head of Root immediately after taking office. Orochimaru accepted after Genma offered access to Danzō’s stored Sharingan and Byakugan. 136 137

Removal of the Former Advisors

Genma uncovered financial irregularities totaling more than two billion ryo involving advisors Mitokado Homura and Utatane Koharu. He ordered their arrest, investigated the clans associated with them, and ultimately sentenced both to life imprisonment while sparing their lives. 137 139

New Advisors and Reforms

After Hiruzen withdrew from village leadership, Genma appointed Nawaki and Namikaze Minato as Hokage advisors. He tasked them with reforms intended to consolidate the Hokage’s authority and improve Konoha’s administrative efficiency. 139

Security and Military Command

• Anbu — The Hokage’s direct covert-operations force. Its structure includes a captain-in-chief, deputy captain, and four squads. 17

Land of Heaven

Under Genma’s rule, the Land of Fire became known as the Land of Heaven. Its growing military strength, annexation of surrounding territories, and capture of the Seven-Tails’ jinchūriki prompted the other Kage to regard the Hokage’s government as a threat to the shinobi world. 203

The Land of Heaven instituted martial education: chakra-capable students with strong aptitude could attend the Ninja Academy for free, while others could enter military academies to train as samurai. Its graduates supplied expanding professional ninja and samurai forces. 203
