But this time, its true body had moved. In the form of a sheet of paper, it drifted gently between Donnie and Great Darkness.

This was The Great Monitor in person—the supreme being of the DC side, the ultimate that monitored everything. By Donnie's estimation, this being was perhaps half a level above God and Great Darkness—not in combat power, but in terms of fundamental standing, slightly beyond beings like God and Great Darkness.
Likewise, The Great Monitor was the most mysterious ultimate being in all of American Comics. Compared to OAA, who frequently appeared to make his presence known, The Great Monitor was exceptionally enigmatic, containing vastly more unknowns.
