Coulson submitted the latest analysis. It was a report compiled from comprehensive analysis across all S.H.I.E.L.D. departments.

This report was specifically about Donnie.

S.H.I.E.L.D. had never relaxed its surveillance on Donnie. In fact, an organization with such vast authority, authorized by The Council, found it far too easy to monitor someone living in a modern city.

"What's his situation now?"

The question came from Nick Fury, Director of S.H.I.E.L.D., who held its highest authority. Dressed in black, tall and stern, he exuded an immense pressure. One of his eyes appeared blind, covered by an eyepatch.

Nick Fury was deeply concerned about Donnie's circumstances.

"According to surveillance, he was taken by Red Devil, likely heading to the Brotherhood's headquarters," Coulson said, opening the file in his hand and handing it to Fury.

Fury frowned, displeased. This was one of the scenarios he least wanted to see.

The best outcome, of course, would have been to recruit Donnie into S.H.I.E.L.D., making him a formal member under his command and deployment, serving the organization.

If Donnie ended up joining the Brotherhood, that would be a massive headache. With Magneto's nature for stirring up trouble, it was impossible he wouldn't cause chaos.

"We never should have saved him just to do Professor X a favor, and we definitely shouldn't have let him live."

Fury flipped through the file, which detailed every aspect of Donnie's life with shocking precision—down to what he ate each day.

Professor X, unable to act openly, had mentally contacted S.H.I.E.L.D., asking them to step in and protect Donnie. Fury was intrigued by a Level 4 Mutant like this. He had long wanted a trump card to curb the extremes of mutantkind, and this was a golden opportunity. So he went along with it.

Now it had become an uncontrollable mess.

Coulson looked serious, a rare expression for someone who usually wore a gentle demeanor. Every time he looked like this, it meant something major was happening.

"According to the psychological model built specifically for him, the likelihood of him sincerely joining the Brotherhood is low," Coulson said. "He's a person with a strong sense of self, not easily swayed by others' persuasion, especially after his parents' death. Sometimes he's even stubborn. Getting someone like that convinced with a few words is nearly impossible. Professor X might have a chance with his mental influence over time, but Magneto? Absolutely not. Donnie going to the Brotherhood might actually be a good thing in some ways."

S.H.I.E.L.D. had certainly not given up on Donnie. A Mutant who awakened at Level 4 was like a humanoid, self-propelled nuclear arsenal—a decisive weapon to crush any defiance. A global organization like S.H.I.E.L.D. desperately needed such a super-powered enforcer.

Over the years, S.H.I.E.L.D. had clashed with Magneto more than once. Without him, the odds were roughly even. With him, even a total rout was considered a light outcome. The worst times had seen them stripped bare, utterly annihilated.

The guy was basically a bug, unbeatable.

Fury listened quietly, flipping through the file.

Coulson continued, "Donnie is someone you can have a serious conversation with. Once things are laid out, everything can be discussed. That's why, in all our recent contacts, we've never hidden our intent to recruit him. At least he doesn't resent that."

"What's done is done. Fine. Keep a close watch and look for opportunities to win him over." Fury stopped, staring intently at a certain page—an analysis of Donnie's abilities.

The content on that page was alarming, enough to send chills down one's spine. Even Fury, who had weathered countless storms, felt a creeping unease.

The report suggested that Donnie's ability was "Creation"—true creation in the literal sense!

"This is astonishing," Coulson said. He and his team had combed through all of S.H.I.E.L.D.'s past records on Mutant abilities, only to find that this Creation Ability was unprecedented, almost divine in nature.

"He can turn objects like cars and phones into robots, freely assembling them and completely altering their atomic structure. So we believe items like computers, tanks, and aircraft carriers could also be transformed by him. In the information age, to some extent, he's like a god, capable of modifying most of humanity's technological products. We once gave him a motorcycle, which he successfully modified. This process seems to take time, but we also have to consider the speed at which his abilities grow. A Level 4 Mutant is terrifying."

"Theoretically, if his power is sufficient, he could raise a massive army at any moment. One man, an entire war corps! And all his robots have facial features and limbs. It's almost like..."

"A Creator." Fury's expression was grim.

According to the report's analysis, during Donnie's two-day coma, they had thoroughly examined the pickup truck. The vehicle had a unique frequency fluctuation matching Donnie's body, along with a residual energy that S.H.I.E.L.D. had yet to decipher. They had installed a tracker on it, but the signal was now lost, likely erased by Donnie's ability.

Afterward, S.H.I.E.L.D. investigated the truck's manufacturer, inside and out, and began tracking vehicles sold by this Eastern company in the U.S. in recent years. Nothing unusual was found.

"Stop the investigation into that company. It's pointless," Fury said, his single eye glinting.

"Creator" was just a descriptor. Donnie couldn't yet create true life forms. But if one day he succeeded in granting souls, he would truly live up to that title, single-handedly birthing a race of Silicon-based life.

Fury grew increasingly uneasy, feeling that research on the Tesseract needed to accelerate. The world was becoming more troublesome and bizarre by the day.

Not long ago, S.H.I.E.L.D. had been tracking a peculiar woman, but lost her. She seemed to be a skilled hacker, erasing traces of herself. According to their findings, this young, beautiful woman had apparently lived for over a century, appearing on battlefields during World War I...

The Brotherhood's headquarters was located on an island at sea.

The island had been utterly transformed. Magneto had transported massive amounts of metal there, using his immense power to rebuild it into a colossal steel metropolis!

This entire large island was a true Steel City!

Despite being mentally prepared, Donnie still felt dizzy when he actually saw the island. Magneto flaunted his godlike power to the world without restraint, making it tremble.

The worst part was that this Steel City was legal... legal... legal...

During World War II, Magneto had looted a fortune in gold from the Nazis. After the war, he bought the ownership of this island from the United Nations...

The nations were now utterly helpless, furious beyond words. They could only watch helplessly as Magneto casually built his infrastructure, feeling as sick as if they'd swallowed filth.

They wanted to nuke the place, but didn't dare. Even if they did, it would be useless. All they could do was glare in impotent rage.
