To be honest, this city really was prosperous. A metropolis of twelve million people was no small thing; without a sufficiently thriving economy and developed transportation, it would have been hard to gather a population on such a scale. Moreover, Wayne Enterprises had a hand in nearly every industry in the city.

Likewise, the city still had a large poor population. Especially in the Old City District, which could be called a gigantic slum; compared to the New City District, it was like a completely different world.

Donnie walked out onto the main street, wandering through twists and turns before finally ducking into a dark alley. A furtive figure had long since caught up with him, staring greedily at this unfamiliar face.

"Kid, this is a robbery. Hand over the money!" A red-haired young man skillfully pulled out a pistol and disengaged the safety. He was in a great mood; business had come knocking first thing in the morning, so his meals for the next few days were secure.

Robbery was a business too, one that required the most basic ability to read people. If you offended someone you shouldn't, then even death would be a luxury.

Gotham City lacked everything except all sorts of major gangs. Some gangs were so powerful that even the "government" had to fear them, such as Falcone, whom Batman had previously taken down. He had been practically a mob kingpin, even more formidable than New York City's underworld emperor, Kingpin, controlling Gotham's entire political sphere. Then there was the current Falcone Crime Family, a criminal organization formed by a coalition of underworld bosses. There was no need to elaborate on their shady dealings.
