Background

Zheng Pandao was already a dominant figure in Green Mountain City when Li Chengfeng's conflict with the Zheng Estate began. He owned ten thousand mu of clear water on East Lake and possessed the resources, reputation, and cultivation to exert considerable influence over the city 37.

While Zheng Pandao was away conducting business with the Qinghe Gang, his estate's steward Wei Zhong caused a dispute with Li Chengfeng. After Zheng Pandao returned and examined the injuries Li had inflicted on his nephew Zheng Lianqing, he judged Li to be a capable martial artist and ordered the estate to settle the matter by delivering Wei Zhong for punishment 50. Zheng Lianqing subsequently brought Wei Zhong to Li's home, offered compensation on the estate's behalf, and made a public apology 52.

Zheng Pandao expanded his position by partnering with the Qinghe Gang to transform waters, raise treasure fish, and train naval troops 51. He initially considered recruiting Li Chengfeng as a retainer, recognizing that Li's rapid growth could reinforce the Zheng Family.
