Take the gods of Earth, or the Supreme Kais, Gods of Destruction, Angels, then the Grand Priest and Zeno.
Without exception, they were all gods, yet gods of entirely different ranks. Bardock's current strength should have surpassed that of an Angel, though he was still some distance from the Grand Priest's level.
As for Nero, since he could use the power of rules to seal Demigra, then at his peak, he naturally possessed strength comparable to the Grand Priest. It was simply that, unlike the Grand Priest's open and honorable way, he had to maintain order from within the darkness.
As for our classmate Kashius, having only just broken through to become a White God, he was, at most, at the Angel level—and even then, a slightly weaker one.
