Hopefully, the riots didn't affect France.

Theodor and Talleyrand walked side by side toward the Reception Room, with the State Minister of Bavaria, Minister of Foreign Affairs, and others following behind as mere accompaniments.

"That's more than just a simple riot, Your Majesty," Talleyrand said loudly, making sure the surrounding Bavaria ministers could hear. "You're certainly aware of the Liberals ' claims; they've always wanted to overthrow the Royal Power and seize the wealth of the Nobility. They're a dangerous bunch of lunatics!"

"And what happened in the Northwest Province of France was instigated by those lunatics."

"They all deserve to be cursed," Theodor casually echoed, inwardly wondering why the France had come all this way to talk about this trivial matter, which had nothing to do with him. "Oh, I heard that the Rebellion in the Southern Netherlands seem to be involved?"

"Yes, Your Majesty," the France Minister of Foreign Affairs nodded immediately, "The Liberals I was referring to were those Southern Netherlands. They are attempting to assassinate our King through a riot!"

Theodor thought to himself, "You're at war with the Southern Netherlands Rebels, so it's not surprising they're causing trouble in France," but he still pretended to be nonchalant and said:

"Fortunately, those guys didn't succeed. God is with Your Majesty."

As the group entered the reception Hall, Talleyrand suddenly asked seriously, "Your Majesty, don't you find this strange?"

What's strange?

"Why do the Southern Netherlands Rebels have the audacity to launch such a large-scale conspiracy against the France Royal House?" Talleyrand asked Theodor. "And isn't it surprising that they were able to produce thousands of guns and millions of Livre in such a short time?"

Theodor paused, then slowly sat down in the chair at the head of the table.

You mean...?

"All of this was orchestrated by a certain great power!" Talleyrand waved his hand indignantly. "They murdered their own King and then secretly supported the Southern Netherlands in their Rebellion, attempting to seize this land from the Emperor of the Holy Roman Empire."

"Not content with the Rebellion ' control of the Southern Netherlands, they prepared to spread the revolution there to France!"

Theodor and all the ministers present immediately tensed up upon hearing this.

The Southern Netherlands's plot to assassinate the King of France had nothing to do with them, but if the former wanted to Export Revolution, that was another matter entirely.

The Liberals revolution was a nightmare haunting every monarch, a plague that would kill any empire that even touched it!

They immediately realized that the "great power" was the first country to be infected by the "plague".

The Glorious Revolution beheaded Charles I and exiled James II.

Moreover, judging from the Hanover ' support for the Southern Netherlands Rebels on the Southern Netherlands battlefield, the United Kingdom are definitely behind the Southern Netherlands Liberals.

Talleyrand continued, "The British Parliament controls their King, controls all of the United Kingdom. They want other countries to be like them, and if King gets in their way, they will murder that King."

"They will incite revolutions everywhere; what happened in France was just the beginning!"

"If the monarchs do not unite to stop it, similar things will happen in Austria, in Spain, in Sweden, in Bavaria..."

In Joseph's package of ideas for the United Kingdom, the situation in India was the main course, while accusations that they Export Revolution were the appetizer.

He clearly remembered that historically, the fear of Europe monarchs regarding France's Export Revolution ultimately led to the formation of Anti-French Coalition.

United Kingdom took advantage of this, rallying together various European Continent countries to wear down France.

At present, the United Kingdom seem unaware that their encouragement of the Southern Netherlands to play this game in France is actually Export Revolution — the Southern Netherlands Parliament is in the hands of Liberals, and the unrest in France is also caused by a large number of Liberals, who are cooperating with France Liberals.

Now that the United Kingdom had handed him the cards, Joseph was naturally not worried about letting them taste the wrath of the Europe monarchs.

The Bavaria Minister of Foreign Affairs looked hesitantly at Talleyrand:

"Archbishop Talleyrand, perhaps you're exaggerating a bit..."

Talleyrand immediately gestured towards the outside of the Hall:

"I've brought someone with me; you can ask him yourself."

Theodor gestured to his Guard, puzzled, to bring in the prisoners being escorted by the French Soldiers.

Talleyrand asked the man, "Who are you?"

Steven Albert Visari.

Bavaria officials immediately recalled the name:

"It's the Speaker of the Southern Netherlands... cough, I mean the clerk of the Rebellion leader!"

Yes, this person was Van der Noot's secretary, the highest-ranking member of the "Committee of Freedom Allies" captured by the French Intelligence Bureau.

Talleyrand continued to ask:

"Please tell everyone, why did Van der Noot intend to overthrow the France Royal House?"

Visari lowered his head dejectedly and said:

"It was at the behest of the United Kingdom Minister of Foreign Affairs Wellesley. He told the Speaker, 'We must launch a revolution to overthrow that Tyrant,' and proposed a plan to spread rumors about the France land redemption scheme, exploiting the discontent of France peasants and Nobility to incite riots, ultimately ousting Louis XVI and establishing the France Parliament..."

An uproar erupted in the reception Hall.

While Visari wasn't entirely telling the truth—he could have received a sum of money to spend the rest of his life in United States if the France had demanded it—he merely scrambled the order or misattributed information; not a single word of his was fabricated. Even if the Bavarians were to investigate, they would most likely conclude that his statements were true.

Talleyrand then gestured towards the outside of the Munich Palace:

"I have also brought more than 20 Netherlands Rebellion with me; Your Majesty may send men to interrogate them if necessary."

Because of Visari's words, people would assume the blame would fall on the United Kingdom, no matter what others said afterward.

A few hours later, Duke Theodore of Bavaria looked at Talleyrand with unwavering eyes and said earnestly:

"We must unite and do everything in our power to dissuade the United Kingdom from this terrible idea!"

The following day, Talleyrand left Munich and headed for Württemberg.

His itinerary included Mainz, Upper Hesse, Austria, and Sweden, where he would repeat the same words he had spoken to the Bavarians the day before.

He would then go to Saxony, Lower Hesse, and even Prussia. Although these countries were currently aligned with the United Kingdom, they were ready to turn against the United Kingdom at any time if it came to matters of principle such as Export Revolution.

Whether these countries believe it or not, he doesn't care. Even if they don't believe it, it would be a waste of diplomatic resources for the United Kingdom to explain it clearly.
