Thirty original members plus ten escapees made forty people. Losing eleven at once, while also exposing Voldemort's existence, made it no surprise that he wanted to punish the Malfoy family harshly, as the leaders of the operation.

Leaving aside the unnamed extra, the only ones with actual names were ten in total: Bellatrix, Goyle Sr., Gibbon, Travers, Thorfinn Rowle, Peter Pettigrew, Mr. Selwyn, Corban Yaxley, and the Carrow siblings.

Then came the Battle of the Astronomy Tower. Aside from Peter Pettigrew, everyone with a name showed up.

In the end, Gibbon was accidentally killed by his teammates. Other than the Carrow siblings and Thorfinn Rowle, all the rest were captured and imprisoned.

For a time, the Death Eaters' numbers hit an all-time low—four named members and nineteen nameless extras. Among those with names, Peter Pettigrew was timid, Rowle, who had accidentally killed Gibbon, had accuracy issues, and the Carrow siblings had respectively been subdued by Harry and Luna. They were all a bunch of weaklings!

Poor old Voldemort!

It truly hadn't been easy for the Death Eaters to make it to Book Seven!
