In the world of One Piece, there were no detailed boundaries for strength. Vague terms like commodore-level and admiral-level could not accurately reflect how strong someone was, so based on online materials and personal understanding, this book's power-level system was set as follows, from highest to lowest.

Level 100 [Supreme]: Surpassed all forms of combat power, including the Four Emperors, admirals, and Ancient Weapons. Possessed the strength to turn the world upside down single-handedly. The highest level of combat power.

Levels 91–99 [Ancient Weapons]: Capable of destroying the world at a moment's notice.

Levels 85–90 [Four Emperors]: Emperors who ruled the New World. Stronger than Marine admirals, they were kings who reigned over the seas.

Levels 75–85 [Admirals]: The Marines' strongest combat power. They were ostensibly slightly weaker than the Four Emperors, but the gap was not great. As for who was stronger, it depended on individual performance.

Levels 0–0 [Company-Grade Officers] (captains, lieutenants, ensigns): Patrol ship captains in the Four Blues, handling pirate disturbances outside the Grand Line. They were the entry-level officer class and the peak rank for ordinary soldiers.

Levels 10–0 [Noncommissioned Officers] (chief petty officers, petty officers, seamen): They had just shed their status as ordinary soldiers and possessed a certain degree of strength, able to easily defeat ordinary pirates.

Levels 0–10 [Soldiers] (third-class seamen, second-class seamen, first-class seamen): The lowest level of combat power, generally cannon fodder and lackeys. Those with ability could skip this stage and be promoted directly to noncommissioned officers; some could even skip straight to company-grade officers.

Additionally, the strength of figures such as the Marine Fleet Admiral and the Five Elders was not necessarily above that of the Four Emperors and admirals, so they were not included in this classification.

A pirate's strength was also unrelated to their bounty. After all, pirates who burned, killed, looted, and committed every evil often had high bounties, so the above power levels were the standard.
