"Seven Days of Creation" was the collective name for the earth-shaking war that had swept through every major power in an unending series of battles... No one knew who had coined it, but within just three days, it had spread across the world alongside the flag of the newborn World Federation.

The flag centered on the Kingdom of Heaven's Lightning Magatama emblem, encircled by sun-like flames symbolizing the Revolutionary Army's original sun, with the Navy's seagull emblem supporting them both... This flag, together with its invitations, spread throughout the world—not an imperious summons from above, but a sincere invitation.

A total of 501 people from 169 nations, including former member states, would arrive at Mary Geoise over the next seven days to attend the conference and decide whether to become members of the Supreme Council. This included the Ryugu Kingdom of Fish-Man Island, which had appeared before the world only once in two hundred years; non-member nations ravaged by war and pirate attacks; and even islands without kings, where every major faction had received an invitation...

The conference covered a great many matters—or rather, matters that no one could possibly refuse... Among them were explanations of the Supreme Council's structure of authority, responsibilities, obligations, and more.

The newly drafted laws would also be discussed, finalized, and officially put into effect at the conference.

Advanced science and technology beneficial to ordinary people would be opened to all for observation and study, without any cost whatsoever.

There was also the recruitment of pirate bounty hunters and the establishment and regulation of the Bounty Association. Anyone who joined could use points to exchange for anything they wanted—not only high bounties and status, but even the legendary Devil Fruits.
