Under normal circumstances, if a nation or faction's trade vessels wished to travel to a neighboring nation or faction, they had to notify their own ruling government in advance and obtain permission from the destination nation or faction before proceeding. Otherwise, the moment they passed through a star gate, they would most likely be deemed invaders by the neighboring nation or faction and met with military force.

However, the Veron Unified Group of the fifth stratum and the neighboring fifth strata all belonged to the same power—the Gnariel Trade Alliance of the sixth stratum. To strengthen commercial exchange, they did not need to go through such cumbersome procedures, which accelerated the Collectors' plan.
