History

During the First Shinobi World War, Gold Horn and Silver Horn launched a coup during an alliance ceremony between the Second Raikage and Second Hokage. Using the Sage of Six Paths’ ninja tools and Nine-Tails chakra, they mortally wounded both leaders; the aftermath left Hidden Cloud deeply scarred by civil conflict. The Third Raikage later accepted surviving members of their clan to stabilize the village, though popular resentment against the bloodline endured. 2

The village’s treatment of Yotsuki Sora, a descendant of Gold Horn and Silver Horn, became one of its major internal failures. Despite his exceptional Six Paths bloodline and early talent, villagers ostracized him, while the leadership ultimately allowed him to be branded an aberration and driven from the village after the Eight-Tails disaster. 2 67

Ten years before Sora’s return, the Eight-Tails broke free after destroying the Iron Armor Seal. Its jinchuriki, Blue B, died; eighteen jonin were killed; and the Third Raikage was injured while defending the village. 3

During the Third Shinobi World War, Hidden Cloud overextended itself against Hidden Sand, Hidden Stone, and Konoha. Its main force was trapped in the Heavenly White Mountains by Hidden Stone, while Konoha blocked reinforcements and attacked its vulnerable fronts. 31 32

Sora’s return reversed the war’s direction. He destroyed Rock Town Village’s logistics network, captured Kitsuchi, sealed the Five-Tails’ jinchuriki, and later rescued the Third Raikage’s retreating forces from Hidden Stone. 9 16 38 39

After defeating the Third Raikage at Cloud-Lightning Gorge, Sora was recognized as the Fourth Raikage and assumed control of the village amid an ongoing crisis. 75 77 78

Administration

• Raikage — The village’s supreme military and political authority. The Third Raikage formerly led Hidden Cloud; Yotsuki Sora became the acting Fourth Raikage after defeating him. 77 78
• Raikage Advisory Council — A body of elders that issued high-level mission orders and controlled major decisions before Sora’s accession. It authorized the mission that returned Sora to the war and later attempted to bargain for his aid. 4 26
• Jonin Division — Led by Dodai during the war period; it handled battlefield coordination, intelligence, and internal military affairs. 59 72
• ANBU — Hidden Cloud’s highest-level covert-operations and protection force, directly serving the Kage. Its structure includes the Assassination, Intelligence, Surveillance, and Coordination Divisions. 35
• Police Department — The village’s internal-security organization. Moloi offered Sora its directorship alongside the post of Deputy Director of ANBU, though the offer preceded Sora’s rise to Raikage. 35
• A–B system — Historically, a Raikage took the title A and fought alongside a designated partner known as B. Sora rejected becoming anyone’s B and later declared his intention to abolish the A title and reshape the village’s political order. 3 72

Sora’s Emergency Measures

Upon taking power, Sora placed Hidden Cloud under martial law, mobilized its sensory and barrier corps, ordered a comprehensive search for infiltrators, and sealed the borders against unauthorized entry. 78

Military and Strategic Assets

Lightning Release and Nintaijutsu

Hidden Cloud’s combat culture emphasizes Lightning Release, physical conditioning, and nintaijutsu. Its elite fighters use Lightning Release chakra to stimulate their muscles and nerves for extreme speed, strength, and resilience. 13 96

The village’s strongest practitioners include the Third Raikage, A, Killer B, and Sora, all of whom employ variants of Lightning Release Chakra Mode. 13 37 110

Tailed Beasts and Jinchuriki

• Eight-Tails — Blue B’s death during the berserk incident led to Killer B becoming the Eight-Tails’ jinchuriki. 3
• Two-Tails — Yugito Nii was implanted with the Two-Tails when she was approximately two years old. 5
• Five-Tails — Sora captured the Five-Tails’ jinchuriki during the Rock Town campaign and later revealed that he had absorbed the Five-Tails himself. 16 77
• Samui — Sora infused Samui with Eight-Tails chakra, making her a jinchuriki. 23

Sage Tools and Sealing

• Amber Purifying Pot — One of the Sage of Six Paths’ five great ninja tools. It was the only one of the five retained by Hidden Cloud after the other four disappeared during Gold Horn and Silver Horn’s rebellion. The village gave it to Sora to secure his cooperation. 4
• Sealing squads — Hidden Cloud deploys specialized sealing teams for operations involving tailed beasts, barriers, cult sites, and other high-risk chakra threats. 91 92

Technology and Materials

Hidden Cloud has pursued technological development since the Second Raikage’s era, maintaining advanced public infrastructure, electrical equipment, and specialized materials research. 56

The village developed a Gelel Stone-powered prosthetic arm for the Third Raikage. The project used Natural Energy Crystals, ores identified as raw material from which Gelel Stones can be refined. 74

Foreign Relations

• Hidden Stone — A longstanding enemy. Hidden Stone nearly annihilated Hidden Cloud’s main force in the Heavenly White Mountains, but was later forced into surrender and reparations after Sora’s rise. 31 104
• Konoha — A major wartime adversary. Konoha intercepted Hidden Cloud reinforcements, infiltrated its territory, and fought it across the Land of Hot Water; Sora refused Konoha’s peace proposal and demanded surrender instead. 47 78 103 104
• Hidden Sand — Formerly fought Hidden Cloud in the Wind-Lightning War. Pakura’s betrayal by Hidden Sand created tension, though the two villages later maintained a ceasefire while both opposed Konoha. 20 57 99
