Within the United States, the department that knew the most about aliens and had dealt with them the most was undoubtedly Cemetery Wind.

Cemetery Wind's predecessor was NEST, a military organization established through cooperation between the United States Government and the Autobots.

As relations between the United States Government and the Autobots completely broke down, NEST, which had always been a political creation, was disbanded as well.

Not long afterward, the Decepticon invasion dealt repeated blows to the U.S. military, making it imperative to rebuild a new armed force dedicated to combating aliens.

Thus, Cemetery Wind was swiftly reestablished on the foundation of NEST veterans.

In its early days, Cemetery Wind was made up almost entirely of NEST veterans.

They understood aliens, held the Autobots in high regard, and deeply hated the Decepticons.

However, with several former commanders being reassigned and more and more veterans dying in battle, Cemetery Wind had long since changed beyond recognition.
