Although they had appeared several times before, it was different then. After all, at that time,

they may have taken some actions, but never once had they made an official announcement.

It was like the two steps of marriage: first an engagement, then the wedding.

And as the leader of the Dawn Organization, she naturally had to be the first to speak when doing something like this.
