Having Silvan go to the Leaky Cauldron during the operation to confuse Voldemort was one of the plans Mad-Eye Moody had come up with after careful consideration.

"Perhaps Voldemort sees Silvan as Harry Potter's friend and assumes he'll take part in the plan to rescue Harry. But we're going to do the opposite."

"Silvan, not only will you not be involved in the plan, you're to go to the Leaky Cauldron for a good drink while we're in action and relax."

That was what Mad-Eye Moody had told him.

There was nothing wrong with the plan, except for one thing Silvan did not quite agree with.

Going to the Leaky Cauldron at a time like this was not relaxing in the slightest, especially when he had to deliberately let Voldemort discover him.

The Death Eaters could Apparate into the Leaky Cauldron's backyard at any moment while he was halfway through his drink and block the entrance to Diagon Alley.

Mad-Eye Moody did not seem to have any particularly good response for such a possibility. After all, at this time, the Order of the Phoenix's most important task was to get Harry out of Privet Drive, and nearly everyone had their own duties to carry out.
