Another Meeting in Heyang City

Pingyang Street was a particularly unique old street in the central district of Heyang City.

Unlike the other commercial streets that had been renovated and developed out from the central district, this place was land reserved by the various sects for themselves.

Within Heyang City, the Alliance was undoubtedly the greatest governing force. They were responsible for maintaining the city's daily operations and adjusting the overall direction through internal Alliance deliberations. The cultivators under their guard force bore the responsibility of maintaining all order and could travel unimpeded through every district of Heyang City.

The sole exception was Pingyang Street.

During the battle when the Soul Devouring Sect besieged Heyang City, Ye Xiu had fought alongside Qi Long and the other two against eight Nascent Soul cultivators. He had even struck down the Soul Devouring Sect's ancestor in the formation, severely damaging their strength and forcing them to retreat. Yet it had to be acknowledged that, in defending Heyang City, the other sects had also contributed no small amount of effort.

Repay kindness without fail; avenge grudges without fail. This was a consensus accepted by all of Heyang.

Moreover, Heyang City had been waiting to be rebuilt from the ruins at the time. Though enormous numbers of independent cultivators had poured in, there had not been the slightest bit of supporting resources available.

Under such circumstances, in order to ensure the city's postwar reconstruction and revival, Ye Xiu took the lead in meeting with the elders and sect masters of the various sects, after which they signed a new treaty.

Once the major sects passed the Alliance's inspection, they could establish corresponding branch sects on their own reserved land within Heyang City, where they could preach, recruit disciples, trade, and conduct a whole range of other businesses.

Unless special circumstances
