Background

Following the Nine-Tails’ rampage, Konoha’s relationship with the Uchiha Clan deteriorated sharply. Rumors that the Uchiha had controlled the Nine-Tails led to the Police Force headquarters being moved to the village edge, surveillance of the clan compound, reduced mission assignments, and widespread civilian hostility. 1

In the threatened original timeline, the village’s internal conflict culminated in the planned Uchiha Clan Massacre: Itachi was assigned to kill noncombatants, the Masked Man to eliminate the Police Force’s main force, and Danzō’s Root to collect Sharingan. 12 After the Uchiha’s group regression, the clan abandoned its coup plans, prepared to expose Root infiltrators, and trained in secret while maintaining an outward image of disorder. 20 28 36

Government and Security

Hokage Administration

Minato Namikaze leads Konoha as the Fourth Hokage and repeatedly backs the Uchiha as full members of the village, rejecting Danzō’s attempts to portray their deployment and power as a security threat. 29 80

After the Nine-Tails’ Attack, Minato formally integrates the Uchiha into Konoha’s political and military structure:

• Uchiha Fugaku joins Konoha’s senior advisory council. 83
• The Uchiha gain access to Anbu service for the first time. 83
• Shisui Uchiha commands the ten-member Uchiha Special Operations Squad, codenamed Dawn, under the Hokage’s direct command. 85

Root Reorganization

Danzō’s attempt to confine the Uchiha Clan during the Nine-Tails’ Attack, rather than assist the village, becomes key evidence against him. 46 81 Minato orders his arrest after Xuanshi presents Root-spy confessions and recordings of Root’s attempted blockade of the Uchiha compound. 81

Root is placed under the Hokage’s direct authority, with Kakashi Hatake appointed acting minister to purge Danzō’s remaining influence. 85 Shisui later removes the Cursed Tongue Eradication Seal from Root personnel as part of their rehabilitation. 94

Uchiha Police Force

The Uchiha Police Force shifts from an isolated internal-security body into one of Konoha’s principal military and reconstruction forces.

• Fifty Uchiha elites serve as Konoha’s vanguard during the S-rank border mission against Kumogakure. 29
• Their coordinated Earth Release, Sharingan genjutsu, and Fire Release tactics rout a Cloud vanguard with no Konoha fatalities. 30
• Following the Nine-Tails’ Attack, the Police Force maintains order during reconstruction. 90
• The former Root Base is later identified as the Uchiha Special Intelligence Division, supporting intelligence and power-enhancement research. 93

Civil Perception and Legacy

Konoha’s civilian attitude toward the Uchiha changes dramatically during the Nine-Tails’ Attack. Villagers who had previously feared the clan begin cheering for Uchiha defenders as they hold the front line against the Nine-Tails. 48

Minato awards the Uchiha Clan the title and medal of “Konoha’s Stalwart Shield” for their rescue work, defensive formations, and battle against the Nine-Tails. 80 88

The clan’s new reputation becomes embedded in Konoha’s public culture:

• Kirigakure — Xuanshi supports Mei Terumi against the Masked Man’s control over the Fourth Mizukage and secures Kirigakure’s cooperation at the Five Kage Summit. 135
