When Shane reaches master level, the city holds a major celebration. Citizens see the prospect of a ninth great tower as a sign of greater national stability and new opportunities for advancement 81.
Political Decline
As Shane gains political influence, he increasingly criticizes the council's stagnation and the city’s broader decline. He regards Silvermoon as important but keeps the White Tower as the center of his long-term plans 134 135.
The council repeatedly attempts to separate Shane from Sylvanas and limit cooperation between the Dawnblade and Windrunner families, but neither accepts its pressure 91 105.
Mana Crisis
In later events, Prince Kael'thas introduces fel crystals as a new source of magical energy. Blood Elf warlocks experiment with extracting and infusing their power into living subjects 309.
The crystals temporarily relieve magical deprivation but create escalating addiction. Elves deprived of their energy become physically ruined and eventually turn into mindless Wretched; some addicts begin draining other elves to death 267 309.
As the crisis worsens, Wretched seize much of Silvermoon City, leaving the remaining elves in control of only part of it 309.
Later Rule
After the prince's departure, Lor'themar Sairon leads Silvermoon City while attempting to keep its remaining population alive 277. Conflict among Lor'themar, Halduron Brightwing, and Grand Magister Rommath further weakens the city's leadership during the Scourge threat 310 311.
Sylvanas later establishes her offices in the ranger-general's tower rather than Sunfury Spire, making her practical authority over the city visible even to Kael'thas's loyalists 331.
