Zul'An was a pearl of Stranglethorn Vale. Even across all of Azeroth, it would be difficult to find a trading port blessed with better natural conditions.
Originally, for the convenience of trade, the Steamwheedle Cartel's goblins had planned to build more than three new cities around the world besides Zutiu. One was to be located in the bay at the northernmost tip of Stranglethorn Vale, and planning had even begun.
Later, with aid from the Zandalari Trolls and desert trolls, the Gurubashi Trolls built an entirely new troll city here in Zul'An. That caused the goblins to alter their plans somewhat.
Zul'An faced the sea, where spring was warm and flowers bloomed. Located in central Stranglethorn Vale, it lay beside calm ocean currents. Its river mouth also had a crescent-shaped bay that served as a natural harbor. It could be said to be the most suitable port city along the entire Stranglethorn Vale coast.
The Steamwheedle Cartel's goblins had once wanted to build their city here as well. However, this was troll territory. If they built a city here, the Cartel's defensive expenditures would increase a hundredfold.
After weighing their options, the Steamwheedle Cartel chose the southernmost tip of Stranglethorn Vale, far from troll influence, for the sake of both savings and safety.
But things were different now.
Other goblins lacked the ability, but the Steamwheedle Cartel had good relations with the
