Early the next morning, the Uchiha Clan held a high-level meeting. Every Three-Tomoe and jonin in Konoha attended. Uchiha Nobunaga stepped forward and addressed the clan members below. "I called everyone here today because our clan has recently developed another rift. In the past, something like this would not have been worth worrying about.
"But times are different now. Our clan has finally managed to emerge from its predicament. Do you all want to return to how things used to be? No one does, right? That's right. So what should we do? Many of these matters were not started by us.
"In response to the recent frequent clashes between ANBU and Root, which have damaged the Uchiha Clan's reputation in Konoha, the clan held a high-level meeting. The following are the meeting's resolutions.
"First, the Police Force will be reorganized. The First Division will remain. The captains of the other three divisions will remain unchanged. One vice-captain and two squad leaders will be retained, while all other positions will be filled by members of other ninja clans. Guardian Ninja clan ninjas will be given priority in recruitment.
"Second, three civilian auxiliary officers will be assigned to every street, primarily to assist the Police Force in managing the streets, conducting population checks, and registration. One chief auxiliary officer will be recommended by clan ninjas, while the other two will be chosen by civilians.
"Third, all ninjas removed from the Uchiha Police Force's roster will be led by Three-Tomoe Uchiha. Each squad must contain at least one Uchiha Clan ninja and no more than two, with the remaining members being civilian ninjas. They will enter Konoha's regular ninja establishment.
