A group of young mages, some civilians who had volunteered to leave Dalaran, and the Lordaeron refugees Dalaran had taken in during this time would depart with her.
In fact, after recognizing the threat of the Scourge, Antonidas had long since arranged an evacuation fleet and sent those who needed to be evacuated to the harbor.
The entire group was ready. All they lacked was a leader before they could depart.
Had Jaina not been so reluctant to agree, the fleet would have set sail for Kalimdor long ago.
Of course, while Jaina was Dalaran's youngest legendary mage and the most suitable person for the position, she was not strictly indispensable.
If she truly did not wish to go, Antonidas could simply find another mage. There were plenty willing to take the role.

Kul Tiras possessed the Alliance's strongest naval power. To accomplish the feat of crossing the ocean and opening up a "new continent," they could not do without Kul Tiras's support.
This could be considered a bargain between Antonidas and Daelin.
Though the admiral was determined to counterattack the Scourge and looked down on such a passive strategy as fleeing to Kalimdor, that did not mean he did not want his daughter to accomplish something great.
