"What urgent matter could there be? This is the Hokage Office!"
Seeing someone rush in without knocking, Sarutobi Hiruzen frowned and reprimanded him.
He said this for Uchiha Shisui behind him to hear, intending to establish a dignified image in Shisui's mind.
He wanted Shisui to revere him, the Hokage-sama, even more and thus place greater faith in the Will of Fire he preached.
"Hokage-sama, I was rash!" The person who had rushed in hurriedly apologized and stood respectfully.
"Speak. What has you in such a hurry?" Sarutobi Hiruzen took a puff of smoke, his tone once more becoming gentle and amiable.
It made anyone listening want to draw close to him.
He usually relied on such methods to win people over.
That was also why Uchiha Shisui had always been close to the Third Hokage. In Shisui's heart, the Third Hokage was an elder who felt even more approachable than those in his own clan.
"Hokage-sama, the Uchiha Police Force encountered some trouble while patrolling today, causing a disturbance!" The messenger felt that he could not explain everything at once, so he gave a brief account. "Quite a few people are still following the Uchiha Patrol Team on patrol!"
After seeing Xuanyu deal with Yamanaka Sandan, this man had hurried over to report it. He still did not know that Uchiha Xuan Yu was recruiting for the Urban Management Brigade.
"Oh? Did someone from the Uchiha Police Force cause trouble again and use violent law enforcement?" Third Hokage Hiruzen asked as though he had expected it all along.
"Yes and no!" The messenger was somewhat uncertain. He nodded, then shook his head.
He did not know whether Xuanyu's actions counted as violent law enforcement.
If it did, that was not entirely wrong, since Xuanyu had indeed made a move.
