(1) In the Book of Rin, Book of Toh, and Book of Sha, Rock Lee's ninjutsu rating was "1." In the Book of Sha, his genjutsu rating was even blank, rather than "0."
(2) Rock Lee could not use any ninjutsu or genjutsu, but he could still perform some basic chakra control. The evidence was that Rock Lee could walk on water and walls (Baidu Baike).
(3) Although the Eight Gates was taijutsu, it required opening the valves of chakra. The process of opening them should require chakra control. If he could not even refine chakra, how could he control it?

Actually, there were some bugs the author noticed upon rereading.
[For example] In the opening chapters, when Hayato helped Hasebe Kazuaki, it mentioned that Moonlight Hayate's frailty was a consequence of a lung injury. That was the author's own reinterpretation. However, according to the information, Moonlight Hayate had actually been frail and sickly since birth.
So the author later designed a plotline to make this bug reasonable.
[Another example] The author wrote that Rock Lee was terrible at written exams, yet in Boruto, Rock Lee wrote and published books. Also, perhaps not every Ninja Academy graduation exam included a written test.

Some people might wonder—Rock Lee knew neither ninjutsu nor genjutsu, so how did he graduate from the Ninja Academy?
Was it Kishimoto's bug? I think the answer was simple.
