Private brawls meant comrades beating each other up, damaging the Ninja Academy's unity and stability. Lose, and you got hospitalized; win, and you got confined. The cost-effectiveness was zero.

Sparring was different. It was a form of exchange that improved skills and encouraged mutual progress. The Ninja Academy encouraged students to resolve conflicts through sparring. Put simply, it was a way to burn off the brats' excess energy so they would not blow up the school.
