Background / History

Tobirama succeeded his elder brother, Hashirama Senju, as Konoha's Second Hokage. He established the village's ANBU and Ninja Academy systems, while his long-standing policy of placing the Uchiha in the Police Force also kept the clan separated from Konoha's central power and under ANBU surveillance. 1 26

Before Hashirama's death, Tobirama regarded Uchiha Linhai—Madara Uchiha's grandson—as a potential threat. He was prepared to eliminate Linhai and, later, the entire Uchiha Clan if they showed signs of rebellion, but relented at Hashirama's insistence and kept Linhai under close observation. 2 4
