"He secretly colluded with the nobles."

"Then he had shinobi bearing Root's methods step forward to provoke him."
"Danzo was not plotting against an ordinary Missing-nin."
"He was gambling with all of Konoha."
Shikaku Nara's expression turned solemn.
"Lord Jiraiya's report was already very clear."
Of course Tsunade had read that report.

There had not been the slightest exaggeration in it.
Lie Yang's earlier attack had not been meant to kill Jiraiya.
Nor had he intended to launch a full-scale war against Konoha.
