This layer of the Abyss World had now completely become Charles's private domain.

Every so often, there was a demon settlement.

Although demons still fought amongst themselves as they had before, it was strictly forbidden within the settlements.

That way, fighting was allowed, but taxes could not be avoided.

Now, throughout the entire Abyss World, there were only two things that could not be avoided: paying taxes and death.

The Ratmen under Charles's command had also begun migrating from Millstone Fortress across the entire world.

They occupied better territory, more resource-rich land, and began multiplying there.

Flame Ratmen reproduced quickly, and with abundant resources added to the mix, the growth rate of Charles's Flame Ratmen instantly increased by quite a bit.

More Ratmen being born meant more resources and troops for Charles.

The settlements, fortresses, and strongholds built by the Ratmen

were becoming more and more numerous throughout the world.

Some enormous cities also rose from the ground.

Every one of these cities had been carefully selected by Charles.

Each could contribute to the production and economy of the entire Abyss World.

These enormous cities were either located at crucial nodes along Styx shipping routes,

or in important resource-producing regions, serving mining and manufacturing functions.

The inhabitants of these cities were primarily the Flame Ratmen under Charles's command, mixed with some other demons.

It could be said that the resources of the entire world were now being extracted and supplied to Charles.

He was sustained by the entire world.

At Millstone Fortress,

the overall layout had not changed, but many enormous roads had been built to connect the various cities and regions.

Before the enormous Abyss Gate,

the Abyss Gate was far larger than before. The old Abyss Gate had only been around fifty meters tall.
