The Howling Children of the Wasteland's armies had all been withdrawn, leaving the region temporarily without government or rule.
The cavalry could head into those settlements and establish control directly.
As for the arrival of the human cavalry,
many settlements were almost numb to it.
They had already come to terms with it. During this period, they had been abused far too miserably by the Howling Children of the Wasteland.
They had not only been robbed and slaughtered at will, but subjected to every kind of humiliation.
Now that the ruler had changed, they worried they would meet the same fate.
But the greatest difference between Charles and Kurto Shatterskull was that Charles had stronger control over his army.
One settlement after another was temporarily taken.
In the former lair of the Scorched-Earth Warcry Tribe, the largest city in the region,
Charles's command headquarters was now located within that city.
Charles instructed Yvenjieling, "The governance of the occupied territory is extremely important."
"From here on, all regions will be placed under temporary military control. Recruit able-bodied men from the settlements and provide relief through work. Repair the city defenses and all kinds of civilian infrastructure."
Yvenjieling said, "Yes, my lord!"
"But where will we get the corresponding materials and resources?"
Charles thought for a moment before saying, "Don't worry about that. I'll send word to Ross of the Crimson Caravan Alliance and have him arrange for some caravans to deliver supplies here."
Charles said, "Relief through work is the best way to restore a territory's vitality."
"First, it allows residents caught in the flames of war to make a living while repairing damaged facilities."
