What Jia Xiu had not expected was that the Caster Association really had a department for everything. When it came to helping the vampire descendants relocate, there was even a Planar Faction First-Contact Affairs Department.
He really could not understand what that department was supposed to do.
If it had been newly established, that would have been barely understandable, but he had heard it was actually a department with a long history.
It was rude to say so, but Jia Xiu truly wanted to say that it would be hard to find a more useless department than this one.
He genuinely could not think of any clearly identified otherworldly faction they could have encountered in the past thousand years besides the Devil Race. What first-contact affairs could there possibly be? And they specifically emphasized "first contact."
So they only stepped in when a newly discovered plane turned out to have a faction on it.
Jia Xiu thought about it for a long time. Other than the Devil Race, the only things he could think of were the elements of the elemental planes, but it was hard to say that those elements could form factions.
He had only recently figured out while studying golems that elemental creatures, when they existed on their native planes, were essentially the same kind of thing as the spirit essences used to make golems: energy bodies with little intelligence. It was not that they had none at all—they had a little—but they could only carry out given commands. They certainly possessed no social nature. Only after leaving their native planes, when magical elements densely clung to them, did they take on the appearance people most commonly imagined.
Perhaps there was contact to be made, but probably no affairs to handle.
Could this department actually be an
