Background / History
The Elven Forest had existed for at least a thousand years and deliberately remained isolated from the outside world. Its ancient defenders shaped the terrain into what a previous elven ruler described as a “growing demi-plane within Eladia,” difficult to navigate and cut off from outsiders. This isolation protected a society whose Elder Council and traditions had become increasingly rigid over centuries. 195 213 232
Caesar Targaryen first arrived at its borders while escorting Luna home. He immediately recognized the forest as both Luna’s homeland and a region containing magical mineral deposits, while the Elven Forest regarded his Blackwing’s Nest as a dangerous neighboring power. Caesar’s retainers secretly investigated the forest as he considered future expansion. 150 161
The relationship deteriorated after Elven Forest volunteers attempted to recover Luna from Blackwing’s Nest, believing her to have been kidnapped. Caesar captured members of the rescue party, leading to negotiations with envoy Caleb and, later, Garcia’s personal delegation. 169 171 173 178
When disputes over Luna’s freedom continued, Caesar entered the Elven Forest and attacked its patrols after Garcia refused to immediately yield to his demands. The conflict ended when Luna begged him to stop fighting; Garcia was subsequently held at Blackwing’s Nest before being returned under an agreement with the Elder Council. 197 201 203 215
Garcia’s captivity exposed her to Blackwing’s Nest’s production, administration, and military organization. After returning home, she pursued reforms despite resistance from the Elder Council, and the forest later entered a paid mining arrangement with Blackwing’s Nest rather than allow its kobolds to enter directly. 206 214 231 232
During Jon Arthur’s invasion, Kohor’s army broke through the forest’s outer defenses and forced many nonhuman inhabitants toward the core region. Garcia centralized authority, launched a coordinated counterattack, and ultimately repelled the invaders with Blackwing Empire aid, though both sides suffered heavy losses. 342 344 350 360
Later internal unrest, fueled by the Dragon Queen’s prophecy and opposition to Garcia’s reforms, threatened to push the Elven Forest into civil war. Caesar presented Garcia with a branch of Yggdrasil; when she activated it, the branch became a colossal World Tree. Garcia used the event to proclaim the Tiya Kingdom, a nation open to all good races. 416 417
Geography & Environment
- The forest is an immense rainforest of towering broadleaf trees, enormous vines, oversized leaves, and unusually vigorous vegetation. Nearly every plant can exceed its normal growth limits due to Treeherd influence and the blessings of the Goddess of Plenty. 153
- Ancient trees with intertwined branches form a magic-scented outer barrier. The landscape beyond is a labyrinth of hills, thickets, flowers, vines, and slanted branches that can disorient outsiders. 150 195
- The forest has no defensive walls. Its natural terrain, linked trees, ranger patrols, and magical inhabitants serve as its principal defenses. 150 197 344
- The Ancient Trees of Knowledge are a defining landmark; their preserved leaves became an authorized emblem for products associated with the Elven Forest. Rare blessed branches can be enchanted into magical items such as Luna’s former Springflow staff. 232 344

Governance & Society
- Garcia Yufeng leads the forest as its Elf Queen. Her divine favor, personal strength, and wartime leadership eventually allowed her to bring the Elder Council under her control. 178 350
- Elder Council and Guardian Elders — The council historically held enough authority to veto the ruler’s will. Conservative Guardian Elders made up roughly eighty percent of the council during the dispute over Luna and favored strict isolation from Blackwing’s Nest. 196 213
