Morgan was once a hot-blooded Marine who believed in justice. Two years before the Dusk Pirates attacked Shells Town, he encountered Kuro and was hypnotized by Jango. Under the hypnosis, Morgan mistook a dead Marine for Kuro, reported the pirate’s death, and was promoted to colonel of the G-153 Branch. 29 30
