The money sitting in the vault was just a batch of bills waiting to be laundered. But if he transferred it to Stark, it would become an account he couldn't explain.
A sudden two-hundred-million-dollar expense appearing in the books, with no clear explanation for where the money came from, would be asking for trouble.
That was why Terry Dietrich had come up with the idea of lending Stark the cash so he could show off. That money absolutely couldn't leave the hotel!
