Huo Zheng's face showed a look of pity as he shouted, "Stop the convoy!"
The convoy immediately halted. He got out of the vehicle and strode straight toward the soldiers.
"Sir, what are your orders?" The soldiers, who had been arrogant moments ago, immediately put on ingratiating smiles when they saw Huo Zheng's Law Enforcement Bureau uniform.
"Who told you to do this?" Huo Zheng asked coldly.
The soldier grew nervous and hurriedly replied, "Sir, Wastelanders aren't allowed into Dawn City. That's a rule the company set long ago."
"It's wartime! They've already lost their homes. If you won't let them into Dawn City, are you going to leave them here to fend for themselves?"
"This..." The soldier stammered, unable to answer. He was merely a rank-and-file soldier who only knew how to follow orders from above.
At that moment, a middle-aged officer walked over.
"May I ask which lord from the Investigation Bureau you are?"
Huo Zheng replied coldly, "I'm no lord. I'm Huo Zheng, leader of the Investigation Bureau's Sixth Group."

The nickname was widely known and often served as a joke whenever people from the major departments ate and drank together.
