Tobirama arrives at the Uchiha Clan Grounds with ANBU forces to execute Uchiha Yong for abusing Police Force authority and causing diplomatic trouble. His public condemnation of the Sharingan and his deployment against the entire compound make clear that the action is also meant to humiliate and suppress the clan. 1

Xuan challenges the operation’s legality, arguing that Tobirama bypassed the Police Force’s internal procedures and threatened the morale of Konoha ninja. Unable to openly justify using state power for personal prejudice, Tobirama abandons the execution and leaves. 2
