In fact, people really did that. Major figures in every country, whether Kage, wealthy clans, or even daimyo, had all been targeted by bounties. The rewards were not very high, however, because the difficulty was simply too great. Ordinary people could not complete them, and most bounty hunters merely treated them as entertainment. No one was foolish enough to take such jobs.
After all, a jonin's bounty was already tens of millions of ryo, while an elite jonin's could reach several tens of millions. A Kage-level figure would start at several hundred million ryo. Few people had that much money, and few bounty hunters could take on such a mission. The top bounty hunters, meanwhile, found the offers too low. Unless someone put up tens of billions of ryo, perhaps someone would be willing to take the risk. Feiyun took out a map, located the nearest Bounty Exchange, and set off.
After traveling for half a day, Uchiha Feiyun finally arrived at a small Bounty Exchange branch. It was a secret location built beneath a shrine.
In this man-eating ninja world, a tableful of people might not even make up a pair of parents. Orphans were everywhere.
People held the gods in great reverence, and all kinds of shrines were common. Wherever there were people, there were shrines. There was no helping it—if people wanted to survive, they needed spiritual support and something to place their hopes in.
Uchiha Feiyun circled the shrine several times, inside and out, but could not find the entrance to the Bounty Exchange. Left with no choice, he began knocking and tapping all around, making noise in the hope of drawing the attention of someone inside and getting them to open the door.
Just as he knocked on one wall, a rumbling sound came from behind him. The floor not far away flipped open, and a tall, thin-faced man with narrowed eyes emerged from the tunnel. He looked Uchiha Feiyun up and down.
"Looking for the Bounty Exchange, little brother?"
Uchiha Feiyun smiled.
"That's right. It's my first time here, so I couldn't find the entrance. Lead the way."
The two entered the underground passage one after the other. After quite some time, they arrived in an underground chamber whose four walls were covered in compartments.
"The Bounty Exchange."
The thin-faced man spoke softly.
"My name is Que Ni. What should I call you, little brother?"
Feiyun pondered for a moment before speaking.
"Just call me Wu Ming."
The thin-faced man nodded without paying much attention to it.
For people in their line of work, names were merely code names. Too many people were unwilling to reveal their real names.
"So, Brother Wu Ming, are you here to collect a bounty, or do you have another transaction in mind?"
Uchiha Feiyun asked with slight confusion.
"Other than collecting bounties, does your Bounty Exchange conduct other transactions?"
"Of course. You can post bounties or buy and sell intelligence."
Hearing that, Uchiha Feiyun's eyes lit up. If that was the case, he could cooperate properly with the Bounty Exchange. After all, the power of an organization was far greater and far more efficient than an individual's.
For example, Feiyun could place bounties on members of the Konoha F4's clans. As long as he had enough money, plenty of people would surely accept the jobs. Wouldn't that make the Sarutobi Clan and Shimura Clan howl in misery? Unless their people never left Konoha and stayed cowering inside the village.
Even so, as long as the price was right, plenty of bounty hunters would be willing to infiltrate Konoha and carry out assassinations.
Thinking of this, Uchiha Feiyun could not help bursting into laughter.
The thin-faced man looked utterly confused. "Brother Wu Ming, what are you laughing about?"
"Nothing. I thought of something amusing."
Uchiha Feiyun paused, collected himself, and continued, "I want to exchange bounties on Uchiha Clan members. Can I see the bounty list?"
Uchiha Feiyun planned to make use of the waste. He would go back and dig up the corpses of his clansmen, exchange them for money, then use that money to post bounties and buy the lives of members of the Muyeves Clan.
Uchiha Feiyun thought to himself, This is also helping you avenge yourselves. You should be able to understand, right?
However, the thin-faced man shook his head. "All the bounties on the Uchiha Clan have already been claimed. Two people even came today with two corpses to exchange for money."
As he spoke, the thin-faced man walked several steps to a compartment and pulled it open. A cold corpse lay inside the rectangular slot. The fan-shaped clan crest on its clothes made it clear that this had been an Uchiha.
Uchiha Feiyun's eyes widened. That's Uncle Juyu. It seems Konoha's people took all the valuable Uchiha corpses to claim the bounties. They really intend to squeeze out every last bit of value from the Uchiha Clan. The massacre only just happened, and under Konoha's suppression, the news definitely has not spread yet. The employers who posted the bounties have no time to withdraw them, giving Konoha's wealthy wolves time to collect the rewards.
With that source of money gone, Uchiha Feiyun could only think of another way. Remembering the large number of Sharingan in his possession, he asked, "Does your Bounty Exchange buy Sharingan?"
Uchiha Feiyun was, after all, merely an ordinary member of the Uchiha Clan. Keeping a large batch of Sharingan would not serve any practical purpose, so he might as well exchange them for money and place bounties on their enemies. He believed their owners would be willing as well.
The thin-faced man had already become impatient, feeling that the youth before him was simply a customer with no value. He was considering how to send him away when he suddenly heard those words. His eyes immediately lit up, and an enthusiastic smile appeared on his face.
"We buy them, of course!"
"Brother Wu Ming, do you have Sharingan?"

Uchiha Feiyun nodded and continued asking, "Tell me the exact price. I need to see whether it's suitable."
The thin-faced man quickly held up three fingers.
"Three million?"
"Three million ryo. Three million ryo per eye?"
"So little?"
Seeing the youth frown, the thin-faced man hurriedly said, "Then five million ryo, little brother. I really can't go any higher!"
