The so-called Regular Meeting was a voluntary gathering held by the masters of various guilds. In Cain's view, it was probably a place for those guild masters to exchange information and communicate.
After all, they usually stayed in their own guilds and rarely met, so they held this unofficial meeting.
Cain remembered it because the Lullaby Incident at the beginning of the anime had unfolded against this backdrop.
"Looks like I can save the fare to the capital."
After learning from a waiter that the Regular Meeting would be held in three days, Cain gave up on going to the capital first and then heading to Magnolia.
He only needed to wait another three days to meet the guild masters. Then, all he had to do was tell them the whole story.
Surely they would inform the Magic Council. By then, the Magic Development Bureau would be destroyed, and the children used as test subjects would be saved.
Others might turn a blind eye, but Cain believed that Makarov, the master of Fairy Tail; Bob, the master of Blue Pegasus; and Goldmine, the master of Four Hounds, would never stand by and do nothing.
The reason he did not go directly to the Magic Council to report it was that Cain did not dare take the gamble.
He did not believe that Brain, as the director of the Magic Development Bureau, had no connections within the Council at all.
For all he knew, the moment he finished explaining everything, he would be sent straight to Brain.
Three days passed quickly. To save money, Cain had basically slept by the roadside during those days.
Fortunately, he carried a longsword with him, which spared him a great deal of trouble.
During the day, he stayed around the station so he could see Makarov and the others as soon as possible.
"Makarov and the others should arrive today, right? Jose got here yesterday, after all."
Squatting in a corner of the station, Cain silently watched the exit. Remembering how he had seen Jose yesterday, he could not help shuddering.
Jose's full name was Jose Porla, and he was the master of Phantom Lord. Cain had recognized him because he dressed like a wizard from Harry Potter.
That pointed hat was simply too conspicuous.
On top of that, Cain disliked him from the bottom of his heart, which made him even more certain. After all, Cain had awakened Light Magic, while Jose used Dark Magic.
When Cain learned that his magic was Light Magic, his first thought had been, I'm done for. That White Dragon Slayer Magic user will counter me.
Then he remembered that he had no plans to stir up trouble anyway. He could leave the main storyline to the protagonists, lie low himself, and work hard to marry a few wives.
The moment he saw Jose, Cain worried that the man might slap him because of their opposing magic attributes.
Fortunately, Jose was still the master of a Light Guild. He would not go so far as to murder someone in the street.
Or perhaps Jose simply did not consider a little nobody like him worth noticing.
Suddenly, Cain's gaze sharpened. He saw a short old man emerge from the station. As the figure drew closer and closer, Cain's heart began to pound wildly.
The little old man was about the same height as Cain, with a balding head and very ordinary clothes.
He hummed an unknown tune as he walked forward with light, brisk steps.
As he walked, Makarov thought that he would definitely drink his fill today. After all, this meal would not cost him a thing.
"Excuse me, are you Makarov, the master of Fairy Tail?"
A young, somewhat nervous voice suddenly rang out. Makarov turned around and saw a blond child looking at him expectantly.

"Yes, that's right. I'm Makarov, the master of Fairy Tail. What do you need from me, kid?"
Although Cain was certain that the little old man before him was Makarov, the man's confirmation still allowed his anxious heart to settle.
Makarov was Fairy Tail's third master and the longest-serving master in its history. He was also the one who had developed Fairy Tail into the number-one guild in the Fiore Kingdom.
He possessed tremendous strength and had been recognized by the Magic Council as one of the Ten Wizard Saints, meaning he was one of the ten strongest people in the entire magic world.
Makarov also treated the members of his guild as his own children. So long as they did not make a mistake involving principle, he would forgive them.
When guild members got into trouble, he took responsibility.
When they encountered enemies they could not fight, he would also be the first to charge forward, buying time for his guild members to retreat.
It could be said that Makarov, Fairy Tail's master, deserved much of the credit for why the guild was so admired.
Of course, Makarov was not perfect. He loved drinking and often got drunk, and he also liked scantily dressed beautiful young women.
Once his thoughts settled, Cain immediately explained what had happened to him.
After hearing Cain's story, Makarov flew into a rage. Anger filled his kindly eyes. "I never expected the Magic Development Bureau to be secretly conducting human experiments."
Makarov did not doubt Cain's words. He could tell that the child before him was not lying.
"Kid, come with me for now. I'll take you to meet a few friends later."
"Thank you, Master Makarov."
Seeing that Makarov was willing to help, the huge weight in Cain's heart finally lifted. Thinking that he would soon see Ultear, Cain was filled with excitement.
On the way to the Regular Meeting, Makarov learned that Cain had nowhere to go and could not help asking, "Cain, would you like to join Fairy Tail?"
Cain had been planning to ask Makarov if he could join Fairy Tail after everything was over. He had not expected Makarov to invite him before he could even bring it up.
"Yes, Master."
Seeing the happy smile on Cain's face, Makarov laughed heartily. "Good. From now on, we're family."
At the Regular Meeting, Cain was wolfing down the grilled meat before him. That was right—Makarov had brought Cain along to the meeting as well.
"Hahaha! What do you think? I met this kid on the way here, and he's already decided to join our guild."
Makarov drank as he bragged to Bob, Goldmine, and the others.
Looking at Cain's adorable appearance, Bob's eyes turned into hearts. He said to Cain, who was busy eating meat, "Little Cain, do you want to join Blue Pegasus instead? Our guild has lots of cute children."
Bob's sudden appearance startled Cain so badly that the grilled meat in his mouth got stuck in his throat, no matter how hard he tried to swallow it.
Bob had to step in and pat Cain on the back, preventing him from choking to death on the grilled meat.
"Thank you, Master Bob, but I already promised Master Makarov that I would join Fairy Tail."
Cain's words made Makarov burst into hearty laughter. He immediately downed the beer in his hand in one gulp.
Though Bob was disappointed, he admired Cain even more. It seemed this child was not only cute on the outside, but firm of heart as well.
When Cain saw Bob return to Makarov's side, he could not help letting out a sigh of relief. Master Bob's presence was simply too overwhelming.
That bald, fat body paired with a pink suspender dress, bright lipstick painted across his lips, and an unknown necklace hanging around a neck thicker than Cain's thigh was already hard enough to take.
He even had angel wings on his back. It was simply unbearable.
