Most Mutants' abilities could always find a use. It was just that information had not been made public before; employers did not know what abilities they had, and they had no way to find job opportunities.

For the remaining few with bizarre abilities that even agents with wild imaginations could not figure out how to use, S.H.I.E.L.D. provided living supplies worth the equivalent of four hundred dollars each month. Giving them cash directly would certainly have been the simplest solution.

But do not overestimate their character. Their education levels were low, they had no means of making a living, and after getting money, gambling, buying drugs, buying weapons, and then robbing people on the streets were hardly uncommon.

Many things happened subtly. When ordinary people felt that becoming a Mutant might offer some benefits, they would not be so hostile toward Mutants. After all, these days, aside from Red Skull, no one would turn down money.

A bottle of cola and two Hamburgers were nothing to the fabulously wealthy S.H.I.E.L.D., but they might reduce the number of people hostile toward Mutants by one.
