Catarina Devon was known as the most vicious female pirate on the seas, but her strength didn't seem all that impressive. If he remembered correctly, she couldn't even beat Empress Hancock.

In Mu Chen's view, even the strongest of the Seven Warlords of the Sea were, at most, on the level of an Admiral Candidate. A few were exceptions and ought to be stronger, though—Dracule Mihawk and Crocodile, for instance.

Dracule Mihawk went without saying. The world's greatest swordsman was evenly matched with Shanks.

Crocodile was harder to figure out. After becoming one of the Seven Warlords of the Sea, he had seemed so weak that Luffy beat him down.

Before that, though, Crocodile had fought Douglas Bullet to a draw. That was an incredible feat. Mu Chen couldn't figure out whether that old man Oda understood pirates at all.

Still, Mu Chen was interested in Crocodile now. He wanted to test just how strong he really was.
