Usopp suddenly shouted, "Luffy!" Usopp was wearing a mask right now, and it scared him half to death. He immediately grumbled inwardly, Damn it, don't call my name!
But now that it had happened, he could only keep up the act.

Usopp immediately pulled a huge slingshot from his backpack, swiftly drew out an incendiary round from his waist, and aimed it at the World Government flag.

Spandam sensed that something was wrong and staggered toward the flagpole, leaning on his cane.
If this pirate destroyed the World Government's flag, the World Government would truly be humiliated, and he would be punished by the Celestial Dragons as well!
"You dare touch the World Government's flag!"
The CP9 members also lunged at Usopp, but Zoro and Sanji firmly held them back.
Seizing the moment, Usopp took a deep breath, loaded the incendiary round into his slingshot, and violently pulled back the string. The wooden grip creaked under the force he gathered.

The round exploded instantly, flames spreading like a resurrected beast. Red tongues of fire greedily devoured the fabric, wrapping around the flag that symbolized the World Government's authority.
In mere moments, the flag became a blazing fireball, fell from the pole to the ground with crackling pops, and finally burned into a pile of charred ash.

"You are declaring war on the World Government! You will die without a burial ground!"
