Now that Merlin had entered the Atlan Civilization, he naturally needed to understand its situation. The Spellcaster Civilization knew very little about the Atlan Civilization-so little that it did not even know who its supreme Controller was.
The captain answered directly, "We have no single supreme Controller. Our highest governing bodies are the Council of Elders and Military Command. Originally, the Council of Elders alone held supreme authority, but Military Command has always advocated our recent advance into the Void Realm. As a result, its influence has gradually grown enough to rival the Council of Elders. Our warships, puppets, and so on all belong to Military Command. Even the marshal leading us into the Void Realm this time is actually one of its people. However, he also has ties to the Council of Elders, which made him the ideal candidate."
