Fangting City First Social Welfare Institute was located in Dawnstar District, one of only two large welfare institutes in the city.
Many children who had lost their parents in accidents and had no one to raise them, as well as elderly people left without care in their later years, were brought here by the city government with their consent so they could receive relatively comprehensive care.
The welfare institute covered a vast area. It had nearly 3,000 beds and as many as 400 staff members, along with relatively excellent medical facilities—enough to provide rehabilitative treatment for every elderly person or child with a disability.
Bai Jingxuan had lived here for three years.
Over those three years, she had gone from being ignorant and confused to understanding right and wrong. Most of the other children at the institute came and went, adopted into new families after brief stays. Only she had remained, like a defective item left unchosen at a market.
In truth, Bai Jingxuan was not a difficult child simply in terms of personality. She was quiet and sensible. Compared to other eleven-year-olds, or even children somewhat older than her, her words and behavior seemed more mature.
As for her appearance, she was quite adorable too. Her face was fair, her features delicate, and she wore her hair in a chin-length bob. Her clothing and mannerisms gave her a somewhat boyish air, but she was actually very lovable.
However, the medical eye patch over her left eye revealed one fact to outsiders: there was something wrong with that eye.
In fact, she really was missing an eye.
Not only that, she suffered from a congenital illness that could neither be diagnosed nor easily cured. Its symptoms included intermittent dizziness and weakness, and in severe cases, she could even lose control
