The plot didn't describe other countries in detail, but those in his country who didn't manage to get to the bases were either frozen to death or beaten to death by mobs of zombies.
So, shouldn't he go out and gather more clothes now?
Although he had already collected quite a few from many brand-name stores just now, not every size was something he could wear.

Why didn't he go to the supermarkets first?
That was naturally because large supermarkets and malls had more people, so there should be a lot of zombies turned from them. Although he had cultivation techniques to conceal his presence, wandering among so many zombies and running into survivors would be a very troublesome matter.
